Single Stage Two-Envelope Procedure
A single-stage (two-envelope) open competitive procedure shall normally be used in case of a contract for consultancy services assignments, but may also be used for a contract for works or a contract for the supply of goods.
In this procedure both technical and financial proposals are submitted simultaneously but evaluated separately with technical proposal evaluated first without reference to the price. This allows focusing on technical merits of the proposal without influence of the price.
