United States of America: EBRD shareholder profile

The United States of America is a founding member of the EBRD and an important contributor to the Bank's work. Since 1991, the country has contributed over €655 million in donor funds to the EBRD’s technical cooperation and investment programmes.

USA-EBRD investments

The United States – through the US Department of State, the US Department of the Treasury and the US Agency for International Development – is the largest technical cooperation and investment contributors to the work of the EBRD.

In 2022, the United States provided $500 million to the EBRD Crisis Response Special Fund, confirming its strong commitment to support Ukraine through the Bank’s Resilience and Livelihoods Framework. This substantial contribution has guaranteed many of the Bank’s projects during the war.

The US has been channelled through the EBRD’s Small Business Impact Fund for SME development programmes in Central Asia, the Caucasus and Ukraine. Other key areas of support are the expansion of the financial sector, energy security and tackling climate change in the EBRD’s countries of operations.

The United States is a strong supporter of reform and environmental projects in Ukraine, contributing to EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account and the Eastern Europe Energy Efficiency and the Environment Partnership (E5P) Fund. In 2019 EBRD and USAID Bosnia signed a cooperation agreement to support the construction of a gas pipeline in the country. In 2023, USA joined the High-Impact Partnership on Climate Action (HIPCA) with a contribution of just under $25m.

The USA is an important source of foreign direct investment in the EBRD’s countries of operations.

The value of joint USA - EBRD investment stood at €22.86 billion as of end of December 2023. EBRD finance accounted for €10.83 billion, and USA investment accounted for €12.03 billion.

USA-EBRD investment has been strong in regional projects, Poland, Türkiye, Ukraine, Azerbaijan, and Romania.

Broken down by industry, the joint investment has been in the following sectors: industry, commerce and agribusiness, sustainable infrastructure and financial institutions.

American banks are also involved in the Trade Facilitation Programme through which the EBRD guarantees the payment of trade finance instruments issued by banks in the EBRD’s countries of operations to foreign confirming banks. Since inception, the TFP has supported 774 export and import transactions for American companies for a total € 1,262.70 million, for transactions which were initiated by banks in the EBRD countries of operation and confirmed by banks in both the USA and abroad. Thirty-seven American banks and branches of banks have joined the programme as Confirming Banks (all figures as of December 2023).

From 2018 to 2022, entities from the United States of America won 306 consultancy contracts worth €26,097,159.00.

In May 2022 the EBRD signed a memorandum of understanding with the United States International Trade Administration (ITA) to advance the ITA’s mission to enhance the global competitiveness of US industry.
