Netherlands: EBRD shareholder profile

The Netherlands is a founding member of the EBRD and an important contributor to the Bank's work. Since 1992, the Netherlands has contributed over €306 million bilaterally for technical cooperation and co-investment grants, guarantees and carbon credit funds.

Netherlands-EBRD investments

The Netherlands has a long-standing dedicated bilateral donor fund at EBRD, focusing on the SEMED region and on supporting SME development, inclusion and combating climate change. It is a major contributor to multi-donor funds such as Northern Dimension Environmental Partnership (NDEP) the Sustainable Infrastructure Fund (SIF), the European Western Balkans Joint Fund, the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (Ukraine MDA), the Southern and eastern Mediterranean (SEMED) Multi-Donor Account, the High-Impact Partnership on Climate Action (HIPCA) and the Crisis Response Special Fund, where the Netherlands has contributed €157millionto support Ukraine since 2022.

The Netherlands was the first donor for the West Bank and Gaza Multi-Donor Account in 2018 (a contribution of €800,000) and have continued to support the fund.

Netherlands is one of the main sources of foreign direct investment in the EBRD’s countries of operations.

The value of the joint investment stood at €31.76 billion as of end of February 2023. EBRD finance accounted for €15.91 billion, and Dutch investment accounted for €15.85 billion.

The joint investment has been strong in regional projects, Ukraine, Poland, Türkiye, Romania and Kazakhstan. Broken down by industry, joint investment has been the strongest in industry, commerce and agribusiness, sustainable infrastructure, and financial institutions.

Dutch banks are also involved in the Trade Facilitation Programme (TFP), through which the EBRD guarantees the payment of trade finance instruments issued by banks in the EBRD’s countries of operations to foreign confirming banks. Since inception, the TFP has supported 741 export and import transactions for Dutch companies for a total € 561.57 million, for transactions which were initiated by banks in the EBRD countries of operation and confirmed by banks in both the Netherlands and abroad. Fourteen Dutch banks and branches of banks have joined the programme as Confirming Banks (all figures as of December 2023).

From 2018 to 2022, entities from the Netherlands won 308 procurement and consultancy contracts worth €85,577,227.00.
